The German government wants to step up its fight against the propaganda offensive and disinformation from the Kremlin. The security services believe that the Kremlin's propaganda will increase further in the coming months and that the focus will shift from the war in Ukraine to the looming energy crisis and its consequences for the population. Moscow's propagandists, including state and non-state actors, are focusing on certain narratives, such as that economic sanctions imposed against Russia would hurt the West more than Russia. Or that Western sanctions are responsible for food shortages in many poor regions of the world, especially Africa.
The population should be made aware in advance
In principle, as the experts of the Ministry of the Interior of Germany say, the population should be made aware in a preventive way about targeted attacks against facts and realities. At the same time, media competence should be strengthened, so that untruths and targeted manipulations can be recognized by people independently. But until now, there is still a great lack of scientific data on the lies and half-truths that influence society, how exactly misinformation works on the people whose opinions are constantly influenced.
Since several years ago, when it became clear that Moscow was trying to influence democratic processes through covert activities, the federal government set up a platform - a task force called "Hybrid". Several ministries and authorities regularly exchange information there on so-called "hybrid threats". The Chancellery, the Federal Ministry of the Interior and the Ministry of Foreign Affairs are part of it, as well as the Federal Press Office, the Federal Office for the Protection of the Constitution (BfV) and the Federal Intelligence Service (BND).
Experts are trying, mostly through Internet and media analysis, to identify "active measures," as targeted lies are called, and to develop countermeasures. So far, the "Hybrid" working group has mainly drawn up situational pictures and confidential analyzes for the government, which were not open to the public.
The German intelligence service, for example, has been studying Russian efforts to influence the recent presidential election in France and will examine such activities during legislative elections scheduled for September in Sweden.

In early August, a 31-year-old German was arrested in Hamburg for supporting Russia's aggression against Ukraine with propaganda on social media. He had, for example, made the Z symbol and posed in a photo with an assault rifle. According to the investigators, this is a reprehensible act.
"According to the investigations carried out so far, the accused was responsible for the Telegram channel 'Das andere Deutschland' ("The Other Germany"), which was a pro-Russian National-Bolshevik platform, in which sympathies were openly expressed for the aggression against Ukraine caused from Russia", said the prosecution.
Until now, the authorities have been reluctant to prosecute supporters of the war. That is why this case may set a precedent. If found guilty, the person arrested in Hamburg faces three years in prison. DW
