New York. There is a noticeable difference between the severity with which American liberals accuse Putin of genocide and war crimes, and the prudence of European liberals. A contradiction that Michael Walzer, the philosopher of Princeton and author of the book "Righteous and Unjust Wars", explains as follows:

"You still hope to negotiate with Putin and you want to give yourself the space to do so; we believe that his refusal to negotiate in good faith precludes a diplomatic solution to the problem, so we surrender to the fact that every way out comes from victory. We would also prefer to negotiate, because the first objective is always to save lives, but the Kremlin has chosen to reject it and has probably never seriously considered such an alternative.

Biden accuses Putin of genocide.
From every point of view, the occupation of Ukraine is illegal. War crimes have been committed while attacks on civilians are taking place. But I would hesitate in using the term genocide. In Russia, some speak of the destruction of Ukraine and the re-education of the population, but not of the extermination of all Ukrainians. Legally, the word genocide should be reserved for international attempts to destroy an entire ethnic, racial or religious group. What is happening is terrible and the opposition to it must be very strong.

What is the difference between war crimes and genocide?
Attacks on civilians, the killing of hostages and people with their hands tied behind their backs, images we have seen on the outskirts of Kiev, are war crimes. Genocide is a deliberate act of extermination of a population and so far, Putin does not seem to have such a thing in mind. For the time being, I would only reserve this term to Jews, Armenians and Rwandans. But there is also the concept of cultural genocide that some media in Russia talk about. So they probably do not want to kill all Ukrainians, but they want to destroy Ukraine, the very idea of ​​being Ukrainian.

What do you mean by cultural genocide?
There is another term to describe everything that is happening: policing , or the destruction of a state or an independent political and social entity. It is different from genocide, but it is a terrible act that is happening.

How are war crimes punished?
The most successful recent trial has been in The Hague against those who committed war crimes in the former Yugoslavia. Such a model would be more appropriate to apply. But to do that, you have to end the war by winning it.

Liderët gjermanë, francezë dhe italianë po hezitojnë. Pse?

How would you respond to those who say that only Russia's security is being protected?
They err for two reasons. First, we once tried this realistic experiment based on spheres of influence, and Moscow failed to produce brutal, authoritarian, and corrupt regimes. There is no reason to believe that this time will go better. Second, no one in Eastern Europe wants that, including many Russians in Ukraine. If you are a Democrat and believe in the self-determination of peoples, this is not a deal that can happen.
