During the plenary session in the Assembly, after the end of Sali Berisha's speech, the chairman of the Laws Committee, Ulsi Manja, asked to take the floor on a point of procedure. The Speaker of the Assembly, Niko Peleshi, did not give him the floor, explaining that the session was being held with a set time limit and that the discussions should end at 16:30.
During Manja's insistence, the situation became slightly tense when he informally addressed the Speaker of the Assembly, while Peleshi reacted by emphasizing that there can be no deviations from the rules in the Assembly.
Niko Peleshi: There is no question of procedure because we are on a time limit. It is not possible, we are in discussions on a time limit. All discussions should be over by 4:30 PM!
Manja sits down: Oh Niko!
Niko Peleshi: I'm not Niko! Please! You'll speak when it's your turn!
After these words of Pelesh, the opposition seemed satisfied as it erupted in applause.
