Its reconstruction, but also the transfer of property to the ownership of the Orthodox Church, was a promise of the mayor of Tirana, Erion Veliaj, for Orthodox believers.

The Municipal Council of Tirana approves today this transfer of ownership, paving the way for the reconstruction of the Church as it was. During the communist regime, the Church of "St. Procopius" was transformed into a service object, local type and was named "Bar Lake". From 1993 it was adapted into an object of worship for the faithful, according to the traditions of the Orthodox Church.

According to the mortgage register no. 550, dated 19.08.1940, the Church bought from the Kingdom of Albania the land of 5000 m2, in the place called "Kodra e Pashës", on which the Church of St. Procopius was built at its own expense and that of the believers In 1960, this property was taken from the Autocephalous Orthodox Church of Albania and a commercial and service building was built on the site.

After the transfer of ownership, the Autocephalous Orthodox Church of Albania will be provided with a building permit by the Municipality of Tirana for the construction of the Church of St. Procopius.
