You can not go to Greece from Kapshtica until February 8, but you can return to Albania, these are the rules

Greek authorities have decided to extend the deadline for blocking the Kapshtica Border Crossing Point until February 8. The decision was announced by the State Police, referring to the local Directorate of Border and Immigration in Korça.
Until this date, the exit from Albania and the entrance to Greece through this border point, continues to be closed. While to leave Greece and enter Albania there will be no obstacles but with rules: The time allowed is 06: 00-22: 00. This only applies to pedestrians and heavy tonnage vehicles, such as freight trucks. Vehicles such as taxis, buses, or any other means of passenger transport will not be allowed to cross.

Kapshtica Border Police Station:
The Greek Police authorities, following the measures taken by the Greek government on coping with the situation created due to the COVID-19 pandemic, have notified the Albanian side of the extension of the blockade of the Kapshtica Border Crossing Point, until 08.02. 2021.
We clarify that until this date, leaving Albania and entering Greece through this crossing point, continues to be closed.
While leaving Greece and entering our country, will be allowed from 06:00 to 22:00, only for pedestrians and heavy tonnage vehicles (freight trucks). Vehicles such as buses, taxis, or any other means of passenger transport will not be allowed to pass.
