Property revaluation increases demand for licensed experts: Valuation and

With the start of the new year, the property revaluation process has begun in Albania, an initiative that will reduce the tax liability from 15% to just 5% for the sale of real estate.

This development has opened up a new perspective in the real estate market, where thousands of properties will require a professional valuation based on the real market price. For this reason, the demand for licensed experts is higher than ever.

One of the surest ways to become part of this profession is the Real Estate Valuation and Investment Course, offered for several years by the Metropolitan University of Tirana. This 20-week program, licensed by the Ministry of Education and the Ministry of Infrastructure and Energy, will start on January 15, 2026 and is the ideal opportunity for all graduates in engineering, architecture and economics who aim for a stable and profitable career.

The course is led by British expert David Allen, one of the most respected figures internationally in the field of property valuation and a member of the prestigious RICS association. As the Didactic Director of the program, Allen brings his rich experience and the latest trends of the global Real Estate industry to Albania every year.

Alongside him, the trainees will gain knowledge from well-known lecturers and professionals such as Dr. Nikolla Nika, Mirela Behluli, Dr. Fatlinda Struga, Anton Lezhja, Dr. Diana Bardhi or Dr. Artur Roshi, a group of lecturers that combines the academic world with practical market experience.

What makes the course even more attractive is the fact that at the end, participants are provided with a certificate that allows them to be licensed in this profession. This opens the doors for all KVIPP participants to practice the profession as independent experts or to be employed by banks, real estate agencies, insurance companies, or urban planning institutions.

Over the course of 20 weeks, participants will be trained in market analysis, investment plans, portfolio valuation, depreciation cost projections, and interpretation of national and international legislation. In addition to theoretical classes, participants will complete a period of practical training, during which they will learn to apply the knowledge gained in concrete cases.

In this phase, they learn to assess the dimensions of the property for different categories of buildings and residences, using internationally recognized standards such as RICS and TEGOVA. Participants are introduced to the methods of determining the internal and external area, as well as the factors that affect the value of a property, from the unique position and orientation, to the building permit, the title of ownership and the quality of the works. An important part of the practice is also related to the assessment of elements that are often neglected, such as the aging of buildings in the surrounding area, the maintenance of the facility, or the treatment of unauthorized additions. In addition, trainees learn to analyze the impact that road, water, electrical infrastructure, as well as social, hygiene-sanitary, educational and educational services have on the price and attractiveness of a property.

This practical experience makes the course a complete and realistic preparation for the market, equipping students with the skills they need to provide professional, reliable expertise in line with the highest international standards.
