Self-declaration of address in e-Albania with property documents will be mandatory

Every citizen with a residence or place of residence in Albania will be obliged to self-declare their residential address via e-Albania. However, in order to prove that the citizen resides at the declared address, they will be obliged to upload the apartment ownership document, or the rental contract for those who rent.
The same procedure will also apply to cases of change of residence address, where citizens will have to upload any legal document proving their residence or place of residence at the declared address.
The manner of submitting the request for declaration of the residential address or its change is determined in the decision “On determining the manner of submitting the request, the necessary documentation, the rules for the declaration and change of the place of residence or place of stay of citizens, as well as for citizens in health institutions and in institutions for the execution of criminal decisions”. The decision entered into force upon publication in the Official Gazette.
"Citizens with residence or place of residence in the territory of the Republic of Albania declare, change or specify their residence or place of residence electronically (on-line), on the government portal "e-Albania", by uploading the apartment ownership document, rental, loan, use contract or any other legal document that proves their residence or place of residence at the declared address", the decision states, among other things.
Civil registry offices, on the other hand, are required to verify the accuracy of addresses and notify citizens within 24 hours in case of missing documentation, which citizens must complete within 3 days.
The decision also stipulates that all members of a family must have the same residential address, which meets all address elements, according to the provisions provided by the legislation on the address system in the Republic of Albania.
In cases where a person requests to be registered in an existing household, the request must be confirmed online by the head of the household. A change of address by an adult family member also requires disassociation from the existing household in the electronic system.
The decision also stipulates that health institutions and those executing criminal decisions, when detaining citizens for more than three months, are obliged to automatically report to the civil registry office their place of residence. After leaving these institutions, notification of address updates must be made within 5 days.
