With the start of the new school year, the Ministry of Education and the Ministry of Economy, Culture and Innovation have adopted a joint instruction that sets out the main measures for the smooth running of the 2025–2026 school year in the pre-university education system.

The instruction, published in the Official Gazette, includes a series of obligations related to student registration, distribution of textbooks, banning the use of mobile phones in schools, and preventing violence and bullying in educational institutions.

Initially, the instruction stipulates that student registrations in Pre-University Educational Institutions (PIEs) should be carried out in accordance with the applicable legal framework that determines the age and necessary documentation.

For the distribution of school tests, the instruction stipulates that the IAP directorates must display a list of textbooks in a visible place, indicating the title, publishing house, price of the textbook for each grade, the place where the textbooks will be distributed, as well as the distribution period according to a schedule for each grade.

Local educational institutions responsible for pre-university education, IEP leaders and teachers should responsibly follow the process of distributing and selling textbooks to all students before the start of the learning process and providing free textbooks for grades I-IX of basic education.

It is also required that local educational institutions responsible for pre-university education and pre-university educational institutions take measures to implement the legislation in force prohibiting the use of mobile phones in the premises of pre-university educational institutions.

Measures against violence and bullying also remain a priority, with the ZVAPs and school directorates being asked to implement as a priority the National Action Plan "On strengthening mechanisms for preventing all forms of violence and bullying and increasing security in pre-university educational institutions", approved by order no. 32, dated 21.1.2025.

Among the concrete measures requested are: implementation of the Code of Ethics for Teachers (August 2025), planning awareness-raising activities to prevent violence, bullying and extremism, establishing a "Stop School Violence" corner and "anti-bullying" teams in every school. The need for monitoring of ethics and discipline committees is also emphasized, as well as organizing awareness-raising activities on November 21, as part of the International Day against School Violence.
